The answer is the full ecosystem of the circular materials trade. But there is a specific category of participant whose motivation is worth understanding in more detail: companies with Extended Producer Responsibility obligations.
THE EPR TAILWIND
Extended Producer Responsibility regulation is now law, or becoming law, across most major economies. The EU's Packaging and Packaging Waste Regulation (Regulation 2025/40) applies broadly from August 2026. Ontario's full producer responsibility transition completed December 2025. India's EPR for plastic packaging is in full effect, with a 30% recycled content mandate for rigid packaging rising to 60% by 2028. The OECD projects that 75% of the global consumer market will be covered by some form of packaging EPR by 2027.
EPR creates the obligation. It creates the material flow. It creates a regulatory incentive for producers to divert waste from landfill. What it does not create is the market infrastructure to connect recovered material with buyers who need verified recycled feedstock to meet their own compliance requirements.
A brand manufacturer in the EU facing PPWR packaging recyclability requirements needs to know where recovered feedstock that meets specification is available - and at what price. A plastics reprocessor with certified recycled content to sell needs buyers who specifically need that material, with traceability documentation, to meet their own EPR compliance.
