How Europe Achieved a 72% Paper Recycling Rate -And What North America Is Missing

In 2022, European paper recycling achieved a 74% recovery rate. In some EU member states -Germany, Sweden, the Netherlands -rates consistently exceed 80%. These numbers are not accidental, and they are not primarily the result of better consumer behaviour. They are the result of three decades of deliberate policy, infrastructure investment, and market development that transformed the European secondary paper market.

The comparison with North America is instructive. The United States achieved a 60–64% paper recycling rate in 2024. Canada's rate is broadly comparable. The gap between the EU's performance and North America's is not a matter of culture or geography. It is a matter of system design.

What Europe Built

The European paper recycling system has several structural features that North America's market currently lacks or has only partially developed.

First: mandatory producer responsibility. The EU's Packaging and Packaging Waste Directive, first enacted in 1994, created financial responsibility for producers of paper packaging -establishing a stable funding base for collection and processing infrastructure. This preceded the EPR wave now arriving in North American state legislatures by three decades. The result: collection infrastructure in Europe is deeper, better-funded, and more geographically comprehensive than in the US.

Second: a functioning recovered fibre trading market. European recovered paper grades are standardised under EN 643, a common European standard published by the Confederation of European Paper Industries (CEPI). This standardisation enabled transparent price discovery, efficient logistics, and cross-border trading of recovered paper grades at scale. CEPI's annual statistics on recovered paper production and consumption provide the industry with the data infrastructure needed for informed commercial decisions.

Third: end market development alongside collection. The EU invested in paper mill capacity that could consume recovered fibre at the same time as it developed collection systems. The European paper industry now recovers more fibre than it uses domestically -exporting significant volumes to Asian markets -precisely because the collection and processing side was built in alignment with end-market demand.

What North America Has and What It Lacks

North America has world-class collection infrastructure in many urban markets. The US paper and packaging industry has invested approximately $7 billion in manufacturing using recovered fibre from 2019 to 2025 alone (AF&PA). The United States is the world's largest exporter of recovered paper, with over $1.5 billion in annual export value (Census Bureau). By some measures, North America's paper recycling ecosystem is sophisticated and well-capitalised.

What it lacks is the market infrastructure layer that makes the European system function at the commercial level: standardised grade descriptions that enable transparent trading; a digital platform through which generators and buyers can find each other without pre-existing broker relationships; and the price discovery mechanism that allows both sides of a transaction to benchmark a fair value.

The European model did not achieve its performance through better intentions. It achieved it through better infrastructure -physical infrastructure for collection, and market infrastructure for trading. The North American market has the first. It is building the regulatory framework (EPR) that mirrors the EU's producer responsibility foundation. What remains is the market infrastructure layer.

The 10–14 percentage point gap between EU and US paper recycling rates represents millions of tonnes per year. At market pricing for the relevant grades, it represents billions of dollars of recoverable value. Closing that gap is not a technology challenge. It is a commercial infrastructure challenge.
